Can anyone file for bankruptcy?

You must qualify for any type of bankruptcy filing by following the bankruptcy laws.  A Chapter 7 filing requires you pass a means test to determine if your income level and amount of assets will allow you to file this type.  A Chapter 13 filing requires a person have a steady source of income in order to reorganize debts for a repayment plan.

Will all of my debt be discharged?

Each case is different, especially based on whether you file for bankruptcy or use some other method of debt relief.  If bankruptcy is used, you can expect most of your debts to be discharged with a Chapter 7, with a few exceptions such as student loans, taxes and support payments.  With a Chapter 13, you enter a repayment plan which will ultimately pay off all of your debts at a reduced, interest free rate.  If you enter into other forms of debt settlement, you can expect full repayment to occur over a set period of time.
